USDA Transfers Administrative Responsibilities for EQIP
from Farm Service Agency to Natural Resources Conservation Service

The U.S. Department of Agriculture
has recently announced the transfer of administrative responsibilities for
the Environmental Quality Incentives Program (EQIP) from the Farm Service
Agency (FSA) to the Natural Resources Conservation Service (NRCS),
effective October 1, 2004.
Activities affected by this transfer
include allocating and maintaining EQIP funds, determining producer
eligibility, recording and maintaining the electronic contract database,
processing and issuing payments, and conducting related financial
activities.
"The transfer of administrative
responsibilities from FSA to NRCS eliminates the duplication of efforts by
FSA and NRCS, resulting in more efficient use of staff to carry out agency
mission," said Dennis Alexander, Assistant State Conservationist for
Programs, NRCS.
NRCS is asking participants who are
currently involved in a practice under EQIP to send their bills to the
local NRCS office no later than September 21, 2004, to allow time for NRCS
to inspect and certify completion of the practice.
