Commissioner’s Meeting Minutes

Regular Meeting of the Kiowa County Commissioners was called to order by Chairman Vern Harris on July 13th, 2004 at 9:02 am. Harris opened the meeting with a "word of prayer". Those attending were: Vern Harris, Commissioner; Rod Brown, Commissioner; Betty V. Crow, County Clerk; Karen Krueger, Administrative Assistant; Audience: Bill Yohey, Administrative Intern.

After the vouchers were reviewed and discussed the approved vouchers were signed.

Commissioner Eikenberg called during the meeting to state that he is ill and will not attend today's meeting.

LaVerle Kelley, President of the Eads Senior Citizens, met with the commissioners to discuss and ask for guidance in attempting to build a new facility for the senior citizens. The commissioners were very helpful in giving her information on the various avenues she could take along with the assistance of Bill Yohey in writing various grants to help with said project.

Commissioners reported that a bid of $100.00 was accepted from Wallace Dunlap on the 1979 Chevrolet Diesel Pickup that was advertised in the paper.

Monte Torez with Southeastern Land and Environment, reported to the commissioners that a mosquito trap recently set at the golf course by a representative from the department of health had caught 1000 mosquitoes during the testing period. The result's was sent into the state for further testing for the West Nile Virus. He stated that the Town of Eads has been notified of said findings. Monte to report back to commissioners after the tests had been received back from the state.

Discussion was held in regard to insurance coverage on the Towner Senior Citizen building. The decision was made to prepare a Lease from the Towner Recreation District to Kiowa County and place said building on the county insurance.

 

Clerk and Treasurers reports were reviewed and filed. The treasurer's Six Month Report was reviewed, filed and published in the newspaper.

Brown made the motion, seconded by Harris to approve and sign the Maternal and Child Health Care Program for Children with Special Needs combined contract with Colorado Department of Public Health for the proposed period of October 1, 2004 through September 30, 2005. All commissioners voted affirmative.

Brown made the motion, seconded by Harris to sign a Permanent Easement from the Kiowa County Fair Grounds to Department of Transportation as they plan to replace the existing septic system and connect with the public sewer, located on a parcel located in Section 16, Township 18s, Range 48w of the Sixth Principal Meridian. All commissioners voted affirmative. (Said easement to be recorded after all parties have signed).

Brown and Sheriff Frazee attended the Bent/Kiowa 911 Authority Board Meeting on June 30th, 2004 at the Bent County Sheriff's Office. Much discussion was held on the Emergency Preparedness Network. It was agreed by all that the system would be very beneficial and approved Lt. Rider to sign the contract with Quest.

David Lyon, Maintenance Supervisor, reported on several items of interest: Windows, Lawn Care, built new picnic table, ordered new mats for stairs, nurse office yard care. The commissioners expressed their appreciation for all the projects accomplished by David and wife Beverly.

Brown made the motion, seconded by Harris to adjourn at 3:45 p.m. All commissioners voted affirmative.
