Commissioners Meeting MinutesJuly 16, 2004 Regular Meeting of the Kiowa County Commissioners was called to order by Vern Harris, Chairman on June 15th, 2004 at 9:05 am. Harris opened the meeting with a "word of prayer". Those attending were: Vern Harris, Commissioner; Rodney Brown, Commissioner; Dutch Eikenberg, Commissioner; Betty V. Crow, County Clerk; Karen Krueger, Administrative Assistant; Audiences: Bill Yohey, Administrative Intern. After the vouchers were reviewed and discussed the approved vouchers were signed. Brown made the motion, seconded by Eikenberg to approve the minutes of May 27th, 2004 as read. All commissioners voted affirmative. Elaine Lindholm and Chad Ray, members of the Kiowa County Emergency Management Team, met with the commissioners to discuss several items of interest, to wit: (a) Pre-Disaster Plan; (b) Table Top Exercise Plan; (c) First Response Certifications. Treasurer and Clerks Reports were reviewed and filed. Gary Woodward, County Auditor presented the 2003 audit. The Financial Assurance Report was signed by the chairman. Brown made the motion, seconded by Eikenberg to accept the 2003 audit as presented. All commissioners voted affirmative. The commissioners will meet July 13th and July 27th to conduct their monthly business. Michille Nelson, Trustee of the Haswell Town Board, met with the commissioners to discuss several items of interest, to wit: (a) June, July, August-Town Clean Up; (b) County participation in hauling trash to landfill; (c) Bid process for water project; (d) Stoker property - New ownership.

Brown made the motion, seconded by Eikenberg to advertise for oil bids. Said bids to be returned to commissioner’s office by June 29th at the regular scheduled meeting. All commissioners voted affirmative. Alexa Roberts with National Parks Service met with the commissioners to discuss several items of interest, to wit: (a) Rural Fire Assistant Grant - $11,000; (b) Partnership Enhancement Grant - $5,000; (c) Fire Prevention Grant - $12,000; (d) Park Ranger possibility - FY05. Commissioners agreed that the $5,000 CSBG Discretionary Funds received from the state for nutrition services, be partially dispersed in purchasing sage meal tickets for senior citizens in the county. Commissioners also recommended that the Hot Shot Truck that delivers the meals, fill their gas tank at Haswell Propane and not the Haswell Shop as first proposed. Brown made the motion, seconded by Eikenberg to go into Executive Session at 5:00 p.m. to discuss personnel. All commissioners voted affirmative. The commissioners returned to Regular Session at 5:15 p.m. Eikenberg made the motion, seconded by Brown to adjourn at 5:15 p.m. All commissioners voted affirmative. Special Meeting Special Meeting of the Kiowa County Commissioners was called to order by Vern Harris, Chairman on June 7, 2004 at 3:00 PM. Those attending were: Vern Harris, Commissioner; Rodney Brown, Commissioner; Dutch Eikenberg, Commissioner; Debra C. Lening, Deputy County Clerk; Karen Krueger, Administrative Assistant. Eikenberg made a motion, seconded by Brown, to approve two vouchers presented. All commissioners voted affirmative. Eikenberg made a motion, seconded by Harris, to hire Wanda Rohlman as Administrative Assistant Aide. Eikenberg and Harris voted yeah and Brown voted no. Motion carried. Brown made a motion, seconded by Eikenberg, to approve the VFA Grant for fire fighting equipment. All commissioners voted affirmative. With no further business to discuss, Brown made the motion, seconded by Eikenberg to adjourn at 3:15 PM. All commissioners voted affirmative.
