Haswell Board Meets

The Town of Haswell Board of Trustees met in regular session May 5 with board members Paul Stoker, Floyd Cordova, Michelle Nelson, Dutch Eikenberg and Mayor Sarah Peil present.

Pegi Hueller, representing the Kiowa County Tobacco Education and Prevention Program, presented an overview of the program’s activities, and gave board members packets of information about the hazards of tobacco use. She stated that anyone interested in quitting tobacco use or starting a cessation group can contact her.

Town Clerk Sharon Pearson reported that there is a substantial difference between the amount of water the town bills to residents versus the amount of water the town is being charged for. For the next several months, Mickey Peil, who oversees the town’s water system, will read both the town’s water meter and electric meter. Calculations made based on the electric readings will be used to help verify the water meter reading and identify the source of the discrepancy. Pearson also reported that the town had been allocated 40 acre feet of water for the current year, rather than the increase to 60 acre feet that had been requested.

Fire Chief Donald Oswald reported that $15,000 from grant funds is being spent on a pickup for the fire department. Prior to the expenditure, the town had $26,700 in grant funds available for fire equipment.

Peil and Nelson will be reviewing segments of the town’s ordinance for needed updates and to remove obsolete provisions.

Stoker reported that a pornographic drawing was recently discovered on a chalk board at the community building. The image had been erased prior to the board meeting. Stoker expressed his concern about children and other people seeing such images, though the board appeared uncertain how to prevent such drawings in the future.

The board voted to remove the steel glider from the playground since it has become a safety hazard and is on a list of the concerns from the town’s insurance company. Board members also discussed destroying an old water tower that hasn’t been used for years. A gated fence will be placed around the ladder on the new water tower, and signs reading "No trespassing, property of Town of Haswell" will be posted at several locations.

Cordova expressed concerns about speeding drivers, especially near the community building, stating, "Somebody is going to get hurt." Peil concurred, and the board will consider adopting the Colorado model traffic code at its next meeting, which will take place June 9 at 6:00 p.m. in the Haswell Community Building.

The meeting adjourned at 7:58 p.m.
